Another event was organized in order to explain to students the content of the election legislation and the specific aspects of the mixed election system.

In the letter No. 3/15-4/1-8839 of the Ministry of Higher Education, Science and Innovation dated October 10, 2024, adopted by the Central Election Commission of the Republic of Uzbekistan on September 27 of this year, "Promotion of the election legislation of the Deputy Minister of Justice of the Republic of Uzbekistan In order to ensure the performance of the task defined in paragraph 4 of the decision No. 1388 "On information about the actions carried out by the judicial authorities, seminars and roundtable discussions on explaining the content of the electoral legislation, especially the specific aspects of the mixed electoral system, for students studying at the institute" ", the task of organization is defined. The next event was organized in order to ensure the fulfillment of these tasks. M. Holbekova, head of the Department of Work with Youth, Spirituality and Enlightenment spoke at the event and explained the content of the election legislation, especially the specific aspects of the mixed election system. For information, the mixed electoral system combines two electoral systems - proportional and majoritarian. In it, a part of the deputy seats in the representative body is distributed in proportion to the votes given to the political parties according to the party list of the candidates for the deputy, and the second part is distributed directly according to the results of the votes given to the candidates for the deputy nominated by the single-mandate constituencies by the political party. In our country, the election of deputies of the Legislative Chamber of the Oliy Majlis, scheduled for October this year, will be held on the basis of a mixed election system. In this case, 75 deputies of the Legislative Chamber will be elected directly from one-mandate constituencies, as before, and the remaining 75 deputies will be elected proportionally to the number of votes received by political parties in the election, according to the list of candidates for deputies presented by the party. According to the majoritarian electoral system, a political party has the right to nominate one candidate for a total of 75 deputies from each of the single-mandate constituencies. In the proportional election system, at least 75 and at most 100 candidates should be included in the list of candidates for deputy submitted by a political party for a single electoral district. According to the requirements of the Electoral Code, the candidates included in the party list can be members of this political party or without a party. Members of other political parties cannot be included in this list. The same candidate is included in only one party list. Candidates nominated for single-mandate constituencies cannot be included in the party list either. The procedure for selecting candidates for deputy is determined independently by political parties. The number of women should be at least forty percent (previously it was thirty percent) of the number of candidates for deputy from a political party in single-mandate constituencies, as well as on the basis of the party list. In this case, at least two out of every five candidates on the party list must be women. In connection with the holding of the election to the Legislative Chamber of the Oliy Majlis under the mixed electoral system, each voter will be given one ballot under the majority electoral system and one under the proportional electoral system, totaling two ballots on the election day. Special attention should be paid to the following: — in the majoritarian electoral system: the names of the candidates for deputy nominated by political parties will be included in the ballot in the elections held in single-mandate constituencies; — in the proportional election system: the name of the political parties participating in the election is entered on the ballot in the election held for the single electoral district of the deputies of the Legislative Chamber. When filling out the ballot, the voter makes a decision independently, expresses his will freely, thus votes for the deputy candidate or political party that he likes.
