The Department of Education Quality Control of the Jizzakh Polytechnic Institute was established in accordance with paragraph 6.3 of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 2 dated February 10, 2023 and the Order of the Minister of Higher Education, Science and Innovations No. 72 dated March 27, 2023 "On Improving the Activities of the Department of Education Quality Control in State Higher Educational Institutions".
GENERAL RULES
1. The main purpose of the department is to study and analyze the compliance of the knowledge of university students with state educational standards, monitor the quality of personnel training, organize internal certification of universities and, based on its results, identify factors that negatively affect the quality of education, and take measures to eliminate and prevent them.
2. The Department carries out its activities in accordance with the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "On Education", the National Program for Personnel Training, resolutions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, orders and legal instructions of the rector of the higher educational institution, as well as the Regulations on the Department.
3. The Department is directly accountable to the Department of Organization of Educational Institutions, Licensing, and Quality Assurance of Education of the Ministry.
II. MAIN TASKS AND FUNCTIONS OF THE DEPARTMENT
4. The main tasks of the Department are: to analyze the provision of educational areas and specialties with state educational standards (STS), qualification requirements, curricula and subject programs; Studying the quality of the educational process at the university, the level of its provision with educational literature and teaching-methodical materials; participating as an observer in the processes of assessing student knowledge; studying the objectivity and transparency of the processes and results of assessing student knowledge; conducting additional control work to determine student knowledge on a sample basis (the results of this control are not reflected in the student's mastery indicator), analyzing the results, and organizing the processes of identifying factors that affected the quality of education; participating in the optimization of lesson schedules formed by the dean's offices of the university; analyzing lesson activities in each subject and providing information to the rector of the university; monitoring student attendance and the attitude of professors and teachers to the lesson; preparing analytical data on the results of the assessment and reporting on their results to the university council and the rector's meeting; analyze the entry of graduates into the next stage of education or employment; organize monitoring and control of the quality of education and personnel training based on organizational, legal and methodological guidelines; organize internal certification of HEIs, identify factors that negatively affect the quality of education, and submit data to the rector of the HEI; monitor the status of indicators determining the quality of education, make proposals to the rector of the HEI on identified problems and shortcomings; analyze the effectiveness of using modern methods and techniques in the process of improving the quality of education for the purpose of improving the quality of education; conduct internal monitoring in order to determine the status of professional qualifications of teaching staff in the structural units of the HEI (faculty, department, department, center, academic lyceum), as well as the level of quality in the areas of postgraduate education, advanced training and retraining, prepare analytical data, and make proposals to the HEI management to eliminate identified shortcomings and problems; Analyze the correspondence of the basic data of university professors and teachers to the relevant subject(s) they teach or study whether they have undergone appropriate retraining or have an academic title or degree in the appropriate specialty and inform the rector of the university of the conclusions; study and analyze the correspondence of the educational process to the knowledge of university students; ensure the implementation of regulatory legal acts aimed at improving the quality of education; monitor the quality of personnel training; organize internal certification of the university, identify factors that negatively affect the quality of education based on the results, and submit information to the rector of the university; establish control over the timely elimination of shortcomings and deficiencies identified in the university in the processes related to certification and studying the quality of education; monitor the status of indicators determining the quality of education and take appropriate structural measures in response to the identified problems and shortcomings
