The Department of Education Quality Control of the Jizzakh Polytechnic Institute was established in accordance with paragraph 6.3 of the Resolution No. 2 of the Cabinet of Ministers of the Republic of Uzbekistan dated February 10, 2023 and the Order of the Minister of Higher Education, Science and Innovations dated March 27, 2023 No. 72 "On Improving the Activities of the Department of Education Quality Control in State Higher Educational Institutions".
GENERAL RULES
1. The main purpose of the department is to study and analyze the compliance of university students' knowledge with state educational standards, monitor the quality of personnel training, organize internal certification of universities and, based on its results, identify factors that negatively affect the quality of education and take measures to eliminate and prevent them.

3. The department is directly accountable to the Ministry's Department for Organization of Educational Institutions, Licensing, and Quality Assurance of Education.
II. MAIN TASKS AND FUNCTIONS OF THE DEPARTMENT
4. The main tasks of the department are: to analyze the provision of educational areas and specialties with state educational standards (STS), qualification requirements, curricula and subject programs; to study the quality of the educational process in higher education institutions, the level of its provision with educational literature and teaching and methodological materials; to participate as an observer in the processes of assessing student knowledge; to study the objectivity and transparency of the processes and results of assessing student knowledge; to conduct additional control work to determine student knowledge on a sample basis (the results of this control are not reflected in the student's mastery indicator), to analyze the results, to organize processes to identify factors that affected the quality of education; to participate in the optimization of lesson schedules formed by the deaneries of higher education institutions; Analyze lessons in each subject and provide information to the rector of the university; monitor student attendance and the attitude of professors and teachers to lessons; prepare analytical data on the results of assessments and report on their results to the university council and the rector's meeting; analyze the entry of graduates into the next stage of education or employment; organize monitoring and control of the quality of education and personnel training based on organizational, legal and methodological guidelines; organize internal certification of the university, identify factors that negatively affect the quality of education, and submit information to the rector of the university; monitor the status of indicators determining the quality of education, make proposals to the rector of the university on identified problems and shortcomings; to analyze the effectiveness of using modern methods and techniques in the process of professional development of professors and teachers in order to improve the quality of education; to conduct internal monitoring in order to determine the state of professional qualifications of teaching staff in the structural units of the higher educational institution (faculty, department, department, center, academic lyceum), as well as the level of quality in the areas of postgraduate education, advanced training and retraining, to prepare analytical data, and to make proposals to the management of the higher educational institution on eliminating identified shortcomings and problems; to analyze the correspondence of the basic information of the higher educational institution's professors and teachers to the relevant subject(s) they teach or to study whether they have undergone appropriate retraining or have an academic title or degree in the appropriate specialty and to inform the rector of the higher educational institution of the conclusions; to study and analyze the correspondence of the knowledge of higher educational institution students to the DTS of the educational process; ensure the implementation of regulatory and legal documents aimed at improving the quality of education; monitor the quality of personnel training; organize internal certification of HEIs, identify factors that negatively affect the quality of education, and submit information to the rector of the HEI; monitor the timely elimination of shortcomings and deficiencies identified in HEIs in processes related to certification and studying the quality of education; monitor the status of indicators determining the quality of education and make proposals to the relevant structural units on the identified problems and shortcomings; analyze the effectiveness of using modern methods and techniques in the process of improving the qualifications of professors and teachers in order to improve the quality of education; Conduct internal monitoring in order to determine the professional qualifications of teaching staff in the structural units of the higher education institution (faculty, department, department, center, academic lyceum), as well as the quality level in the areas of post-graduate education, advanced training and retraining, and make proposals to the management of the higher education institution to eliminate identified shortcomings and problems; analyze the relevance of the basic information of the professors and teachers of the higher education institution to the relevant subject(s) they teach or study whether they have undergone appropriate retraining or have an academic title or degree in the relevant specialty and inform the rector of the higher education institution of the conclusions; monitor the implementation of the educational process, scientific research and scientific and methodological work plans of the higher education institution; analyze the state of the material and technical base of the educational process, make proposals for its development and improvement; Monitoring the organization of student internships at universities, taking into account educational areas and specialties, and its effectiveness; assessing the objectivity, transparency and quality of rating scores based on the analysis of the process of assessing student knowledge; studying the social environment, personnel training and quality of education at universities To conduct regular social surveys among students, parents, professors and personnel consumers; to improve the professional skills of department employees, to study the experience of prestigious educational and scientific centers of developed foreign countries at the expense of the "Talent" Fund of the President of the Republic of Uzbekistan or international projects and HEIs and to implement them in the educational process; to develop measures aimed at raising the HEI rating to an international level together with the management of the higher educational institution and to actively participate in ensuring its implementation; to conduct educational seminars and trainings aimed at improving the quality of education in cooperation with the relevant structural units of the HEI; to form a base of public experts at the HEI and to regularly conduct seminar sessions within the framework of the tasks set for them; Monitoring issues of integrated cooperation between the educational process and production, innovative ideas, developments and practical application of technologies; Providing information on the results of studies and monitoring carried out by the department to improve the quality of education at the Higher Education Institution Council, round tables and conferences; Submitting relevant proposals to the Higher Education Institution management based on the results of the study of the quality of education.
5. In accordance with the tasks assigned to it, the department performs the following functions: carries out activities and measures to organize systematic control in order to ensure compliance of the quality of education in higher education institutions with the requirements of the State Educational Service and qualification standards, and to increase the efficiency of the educational process; focuses its main activities on determining the quality of education based on established criteria, developing a mechanism for its implementation and determining directions for its implementation in practice, and coordinating this process; studies the provision of educational areas and specialties with regulatory and legal documents; analyzes the level of provision of students with textbooks and study guides (including electronic textbooks and study guides) and their compliance with modern requirements by educational areas and specialties and languages; Analyzes the relevance of the basic knowledge of university professors and teachers to the relevant subject(s) they teach or studies whether they have undergone appropriate retraining or have an academic title or degree in the appropriate specialty and reports the conclusions to the rector of the university; studies the use of advanced pedagogical and information and communication technologies in the educational process and makes relevant proposals for their improvement; studies whether scientific and research work is carried out in accordance with consumer requirements, the participation of university professors and teachers and students in scientific and research work (in the field of fundamental, applied, innovative, etc. research), the state of sources of financing for the application of scientific work in production; analyzes the modern material and technical support of the structural units of the university, the provision of educational and laboratory equipment, computers and the level of their effective use; studies the integration of education with production and science, the level of use of production potential of higher education institutions in personnel training and joint creation of scientific and technological solutions (effectiveness or inefficiency); analyzes the improvement of the qualifications of pedagogical personnel directly in production to implement educational processes in accordance with the development of advanced technologies in their field (regular or irregular) and the study of the consumer market in educational areas (based on marketing services); analyzes the involvement of scientific and research institutes, industrial enterprises and organizations, as well as qualified specialists from foreign countries in the educational process; studies the relevance, quality of the topics of graduation qualification works and master's dissertations performed by students and the extent to which they are implemented in production; analyzes the activities of training highly qualified personnel through basic doctoral studies, doctoral studies and independent research institutes of higher education institutions;
Analyzes the cooperation activities of the university with secondary specialized and vocational educational institutions;
Studies the plan, content and implementation of spiritual and educational work at the university (based on protocols),
The involvement of professors and teachers in educational work,
The spiritual and social environment in the educational institution,
The moral qualities of teaching staff (based on a questionnaire);
Determines whether the fund of the information and resource center of the university is provided with the necessary literature, the percentage of professors and teachers and students using them;
Analyzes the entry of graduates into the next stage of education or employment;
Analyzes the participation of parents, employers and other interested parties in the activities of the Board of Trustees and in the educational process;
Makes proposals for determining the rating of professors and teachers;
periodically monitors the effectiveness of students' independent learning; monitors the effectiveness of foreign language learning by the management of the university, professors, teachers, staff and students; studies the objectivity and transparency of rating scores based on a selective analysis of the results of control over the assessment of student knowledge and prepares proposals; analyzes the final state certifications in compliance with current regulatory legal acts and their results; conducts internal monitoring in order to determine the state of professional qualifications of teaching staff in the structural units of the university (faculty, department, department, center, academic lyceum), as well as the level of quality in the areas of post-graduate education, advanced training and retraining, prepares analytical data, and submits them to the rector of the university in the established manner; In order to improve the quality of personnel training and the level of knowledge of students, the university regularly conducts social surveys among students, parents, professors and teachers, and personnel consumers; the university's activities Develops appropriate structural and organizational measures to ensure that the university takes a worthy place in the world ranking based on comparison with international education quality indicators; analyzes the establishment of international cooperation at the university, the exchange of students, doctoral students, and research staff on the basis of agreements with foreign countries, the organization of international scientific events in the field of science (seminars, conferences, symposiums, etc.), research work carried out on the basis of foreign grants, the attraction of foreign investments, and makes proposals for the development of this area and provides practical assistance; in order to improve the professional skills of the department's employees, studies the experience of prestigious educational and scientific centers of foreign countries developed through the "Iste'dod" Fund of the President of the Republic of Uzbekistan or international projects and universities, and applies them to the educational process; In order to raise the rating of the university to an international level, it organizes work in cooperation with the university management to send experienced professors and teachers and young specialists on business trips to study foreign experience and implement their results in the educational process; constantly studies innovations related to education quality control in the republic and foreign countries and develops recommendations for their implementation in the educational process; presents proposals based on the results of studies conducted to improve the quality of education at the university to the university management.
III. RIGHTS AND OBLIGATIONS OF THE DEPARTMENT
6. The Department has the following rights: To obtain the necessary information and materials from the structural units of the Higher Educational Institution to perform the tasks and functions assigned to the Department; To study in the established manner the quality of training of students, listeners and pupils in the Higher Educational Institution and its structural units, the compliance of working curricula and subject work programs for the relevant types of education with the State Educational Standards, state requirements, qualification requirements and standard programs of the curriculum and subjects; To participate in the development of a plan of measures to eliminate the shortcomings identified during the certification process at the Higher Educational Institution and to monitor its timely implementation; To make proposals to the management to take appropriate measures against those responsible if it is determined that the orders, orders and other decisions adopted regarding the quality of education at the Higher Educational Institution are not sufficiently implemented; To organize regular social surveys among students, parents, professors and personnel consumers in order to study the social environment, personnel training and quality of education at the Higher Educational Institution; to participate in international conferences, meetings, symposiums, seminars and trainings on the issues of the quality of education and personnel training; to elect and be elected to the Higher Educational Institution Council in accordance with the established procedure; to exercise other rights established by the legislation of the Republic of Uzbekistan.
7. The department has the following obligations: performs its official duties conscientiously and does not tarnish its honor; complies with executive discipline, educational and labor discipline, labor protection, safety techniques and industrial sanitation regulations, the Charter of the Higher Education Institution, Internal Regulations and Code of Ethics in accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated January 12, 1999 No. 12 "On Measures to Strengthen Executive Discipline".
IV. ORGANIZATION OF THE WORK OF THE DEPARTMENT
8. The department is established within all higher education institutions of the republic within their established staff in accordance with the order of the rector of the higher education institution. The department does not have the status of a legal entity.
9. The department consists of 3 employees: the head of the department and two chief specialists.
10. The monthly salary of the department's employees is determined in accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated August 1, 2008 on "Approval of the Improved System of Remuneration for Employees of Higher Educational Institutions of the Republic" (Collection of Legislative Acts of the Republic of Uzbekistan, 2008, No. 8, Article 40; Collection of Legislative Acts of the Republic of Uzbekistan, 2017, No. 33, Article 852) and paid by the higher education institution. The department's employees are subject to the conditions of financial incentives established for the positions of higher education institution employees.
11. The head of the department shall be responsible for the management of the department. The position of the head of the department shall be equated to the position of dean. In the absence of the head of the department (vacation, illness, business trip), his duties shall be performed by the chief specialist.
12. The department will recruit qualified specialists with practical and methodological experience in the field of education quality control, as well as persons with scientific and pedagogical experience, in accordance with the established procedure in accordance with the qualification requirements.
